Wind 2000 Server loses Default Gateway after restart.

I wonder if someone could help me identify what is causing the following
issue...

Basically we have a customer with a single Windows 2000 server used for
testing and it has 2 NICs - one a 3Com EtherLink XL 10/100 TX and the other
an Intel PRO/100+ Server Adapter - addressing two seperate LANs. Both have
static IPs configured and IPConfig shows:

Ethernet adapter EOI LAN:

Connection-specific DNS Suffix . :
IP Address: . . . . . . . . . . . . . . . . : 168.185.116.210
Subnet Mask: . . . . . . . . . . . . . . : 255.255.255.0
Default Gateway: . . . . . . . . . . . . : 168.185.116.254

Ethernet adapter CB Lan:

Connection-specific DNS Suffix . :
IP Address: . . . . . . . . . . . . . . . . : 168.185.117.101
Subnet Mask: . . . . . . . . . . . . . . : 255.255.252.0
Default Gateway: . . . . . . . . . . . . : 168.185.116.210

This all works fine until the server is rebooted. When that occurs, we
start having connectivity issues on the EIO Lan side and doing an IP Config
shows:

Ethernet adapter EOI LAN:

Connection-specific DNS Suffix . :
IP Address: . . . . . . . . . . . . . . . . : 168.185.116.210
Subnet Mask: . . . . . . . . . . . . . . : 255.255.255.0
Default Gateway: . . . . . . . . . . . . :

Ethernet adapter CB Lan:

Connection-specific DNS Suffix . :
IP Address: . . . . . . . . . . . . . . . . : 168.185.117.101
Subnet Mask: . . . . . . . . . . . . . . : 255.255.252.0
Default Gateway: . . . . . . . . . . . . : 168.185.116.210

So basically the default Gateway is missing. I can restore this by going
into the properties for the EOI LAN - note that it still shows the gateway
configured in here - and then changing the gateway, applying it (OK) and
then going back in and changing it back to it's normal address. This fixes
the issue but the customer is quite concerned that it is happebning in the
first place.

Does anyone have any ideas?
