I have Internet connection share on DC. Lan speed is perfect, however
Internet is very slow on all PCs in subnet. Browsing from the server is
always fast.

Any ideas?

DNS on internal nic should only point to your server-IP.
Why is the WINS pointing to an 10-IP?
External nic: DNS should only point to your server-IP.
Make sure only TCP/IP is bound to your external nic, so you don't need the
WINS there.
The ISP-DNS-numbers should be put on the tab Forwarders of your DNS-server.
Make sure that the internal nic is on top in the bindingorder.
