Win32 BI Application

In my Add or Remove Program screen, the above application
is shown. What is it? I have done a search and can find
no reference to this applicaton. I got hit with a load
of popups yesterday and my PC has been a little erratic
since then. I used my McAfee virus scan to eliminate the
popups (I think I got them all).

Can I safely remove this application? I am running XP
Home version.
