Windows XP Win2k Stuck in Setup Loop

I had a USB issue where I got No_MORE_IRP_STACK_LOCATIONS when I plugged in UDB disk drive. When I connected the USB drive and restarted I another sys msg ...MORE_OR_LESS and windows halted with the blue screen.

Nest I tried getting win 2K back to its initial state by selecting update from the Install CD - all went well until the Hardware Detection for mouse/kbd and then went straight back to the blue screen. Now I'm stuck in the setup loop, even going through recovery manager results in the same. The USB ports are integrated into the motherboard.

Is there a way to cancel the setup or recover ?

Should I use the 4 recovery disks and reinstall win 2k ? - will that work - any help appreciated
