Win2K server not starting

After an upgrade of WinNT PDC server to Win2K and
promoting to DC server will not start and hangs
on "Preparing Network conections". I'm able to boot to
safe mode (after 5min wait time) CPU is at 100%. Network
poroperties do not display any objects.

What process is using the cpu? Is there any errors in the event log?

What Service Pack are you running?
Since you can get in in safe mode - What do the Event logs state? Are there
any DNS Errors?
