Win2k Login, kicks back to login screen

I am having some trouble with a windows 2000 machine. No matter who i login
as, whether its the local administrator account or a new account via Novell
4.9 it does the same exact thing, even in safe mode. Right after you sign in,
before it shows the desk top. It says "loading settings" and than
immediately says "saving settings" and drops you back at the login. any
idea's? Another tech said all accounts may have been disabled, but i am
unsure of how to check/fix from the repair console.
 
This sounds like one of two things; the drive letter has change from
original install, or the drive permissions have changed.

This is a problem of incorrect drive letter assignment.
What is the recent history of the machine?
 
Thanks for the reply's. Actually i went back and did safe mode without
networking and was able to login. I ran sysprep and it got me back to normal.
