First off, please change your date - you're posting a month in the future.
As far as your problem is concerned... first, I would recommend scanning
your entire system with anti-virus (not older than 2002) and anti-malware
(Spybot Search and Destroy, Ad-Aware, etc.) programs to ensure that your
system is clean from all parasites. Second, I would check your System
Properties (right-click My Computer > Properties). Click on the Advanced
tab, and click the "Startup and Recovery" button in the section of the same
name. Make sure "Automatically reboot" is not checked, and check or uncheck
the "Write an event" and "Send an administrative alert" as you wish. At
this point, try dialing into your ISP and see if the behaviour persists.
