win2000 server couldn't normally start

My win2000 server was abnormally shut down by power supply today,now when I
re-start it,it always stops the steps "applying security policy" for almost
1-2 hours,Can you tell me how can I to do?Thanks!

Desmnd, Thanks! but still couldn't start to windows.

Could you explain "still couldn't start to windows" please?

In essence, if it is still stuck at "applying security policy" since your
original post, you may wish to power down manually the machine, restart and
hit F8 before the countdown timer expires (default 30 sec) > "Last good known
configuration".

If you have already logged in since then, run a "chkdsk /f" at the command
prompt on all drives. Restart if prompted.

It may also be necessary to run a thorough check on all DC / Active
Directory and other services on the Server (DNS, DHCP, WINS, etc.) to verify
that they function correctly as expected.
