Win2000 freezes on Restart

If I restart Win2000 it invariably freezes on the Windows
(color) screen just after the keyboard is initialised (you
see the NumLock/CapsLock/ScrollLock LEDs flash on briefly).
If I shut down completely, then reboot, it's OK - but of
course some installers force you to restart and that's
when it's a real pain. I have to restart in Safe Mode,
then shut down, and reboot. For some reason this is a very
slow process indeed.
There's nothing I can find in the Knowledge Base that
seems relevant.
I have installed SP4.

Run msconfig.exe (http://www.svrops.com/svrops/dwnldoth.htm)
and use it to disable every startup task until your system runs
stably, then try to find out where the culprit comes from.
