Win16 Subsystem question

When I try to change programs on my new XP machine with 512 megs of ram, I
get the following message "Win16 Subsystem has insufficient resources to
continue running Click on OK then restart your computer"
Is there anyway to eliminate this message or to increase the resources of
the Win16 subsystem.
