win xp won't boot into safe mode

I have developed some driver errors in my xp pro system,
and while trying to fix them, I was given the advice of
going into safe mode to remove the old drivers. When I get
to the windows options screen, hit F8, and then select any
of the 3 safe mode options, the computer will eventually go
to a black screen with safe mode in the corners, then will
boot itself back into normal mode. Trying to set it thru
boot.ini in msconfig changed nothing. What now?

Which device and what steps did you do to correct the issue(s)?

Will the machine currently boot into normal mode ?, if so, go
to Device Manager. Expand the category with the suspect
device. Double-Click the actual device. When the applet
opens click the "Drivers" tab & click the "Rollback" button.

It's hard to analyze this because of the mixed-issues. Is the
problem the device drivers or your inability to boot to Safe
Mode ?
