Win XP SP2 on AD 2K Domain- Software no install ?

I have been looking at this problem for two weeks now and have no idea how to
solve the problem, I have tried most everything. Called Salesnet and they
tell me it's a MS SP2 problem and Emailed Microsoft but am told it will cost
my company $$ to help us, so I am here asking for help please.

The software uses MSDE the SQL 2000 Desktop edition from MS. The software is
called " SALESNET " and is used by large companies for reporting. I need to
install the software on our new Dell laptops that has Windows XP SP2 that
will be placed on an Active Directory 2000 Domain.

Salesnet installs on Windows 2000 and Windows XP SP1 on the Domain however
Salesnet will NOT install on a Windows XP SP2 computer on the Domain. If I
remove the computers from the Domain I can install Salesnet however this will
not be possible because there are over 200 computers to Administrator the new
software on.

Here is what I know already, SP2 on a AD 2000 Domain turns off Security
Center, the Domain does something to RPC services. The Domain Policy is set
to allow elevated privileges on install of software and there are no policy's
restricting a user from installing this software ( Software that installs
fine are Acrobat 7, Quicktime, Office 2000 and more ) I can logon to the
computers as an administrator while the computer in on the 2K Domain and
still the software will not install.
I have turned off Firewall and disabled System Restore , same on install.
The software will run the install ( start the installer service ) and copy
all files fine BUT when it gets to the install of MSDE ( SQL ) and it's small
3M database it hangs till SQL service is started and stopped ( by salesnet's
installer ( IDRIVE ) ) and rolls back the install giving the error to try
installing later a Windows Message box.

Error ID is 11708 ? in Event Viewer.

So the question is what is SP2 doing and how to solve it ?

Any help ( even a Microsoft moonlighter ) is greatly appreciated.

I'll take a stab at this. I put that event ID in the Microsoft Advanced
search the following was returned among others:

Now you can enable the Security Policy center in Windows XP SP2 attached to
a domain but I have not tried it yet. What you do is bring the Windows XP
Pro adm responsible for the Security Center into your domain controller and
load that as one of the Administrative Templates under Computer
Configuration in Group Policy. You will set that Security Policy to
whatever makes sense there to get it to disallow that service not (disallow
not isn't that terrible?) to start on the XP clients.. Even though the
service does not run in Windows 2000 the Group Policy newsgroup said that
was how to do it. I do not know if this is going to fix the issue but if it
don't you can always unload that adm.

This will be a domain wide Group Policy. Should not effect XP clients which
are not at SP2. In truth Microsoft wants you to switch to a 2003 domain
controller and this is their method to force you to do that.
