Windows XP Software Installation Question

Folks-

I hope all is well.
This is a question for Windows XP gurus. I am setting up desktop environment
for my company, and I was wondering if it is possible to allow my end users
(who are member of domain users group) to install company's approved
software from some central distribution point by using their domain user
account without giving them any administrative rights on their workstation?
Is there any third party utility available?

I am setting up a small environment, and I cannot afford to invest in SMS or
other tools to deploy packages. I just want simple solution that will allow
my users to install only company approved software without having them
administrative permissions on their PC. I don't want them to go on the
Internet and install software from the Internet.

Any suggestion?

That depends upon the specific nature of each application, but, in
general, the answer would be "No."

Nothing cheaper than SMS, I wouldn't think. Try Google.

Install the necessary software before placing the computer on the users
desks.
