Win XP Pro unstable with regard to loading startup programs

Any hide icon feature is disabled intentionally.

I've noticed that WinXP fails to load certain programs at windows
start. For example Zone Alarm, Quicktime, MSN Messenger and my ATI
control panel intermittently are shown in the lower right of the task
bar. Some boots they are there. Some they are not.

Hide inactive icons is disabled intentionally

Has anyone else experience this before? Its truly annoying.
