Win XP Pro shortcut resolution broken

All the shortcuts (.lnk files) on this Win XP Pro machine
launch cmd.exe when opened and they all have the cmd.exe
icon image. The properties of each .lnk file look
correct; the target is the proper target file and the
icons in the properties are the proper.

Does anyone know how to fix broken shortcuts?
