Win Xp Pro Fax Console Error

When starting, Fax Console displays the error "all fax printers are
inaccessible"
Have replaced the Modem with one which works fine on another PC. Same error.
Have uninstalled and done a fresh install of fax services but no joy!
Any help would be appreciated!

Has the Fax Service ever worked on this partition? Did you apply Windows XP
SP2 to this partition before you attempted to install the fax service?

This is a first time install of Fax Service, and I have only SP1

Then state the error messages you received when installing and look for the
error messages in faxsetup.log.
Check to see what the status of the Fax Service is. Is it started? Is the
startup type set to automatic? Is this modem on the Windows XP HCL list?

Fax Service status is automatic startup: not started (when I manually start
it, it starts then stops).
There are lots of (Error_Success) in the faxsetup.log file.
I created a new file, then uninstalled and reinstalled Microsoft Fax.
Here are the errors in the file

If you are running under the localsystem account with full administrator
privileges, then you have an incompatible modem.
