Win XP install hangs on every app

I have a very weird problem. I just re-installed Windows XP Pro. The
install went fine, but no matter what program I try to install, it almost
always hangs on the install. Only one program is actually throwing an
error. The error is "Remote Procedure Call Failed". There is no number or
anything. A couple of times I've gotten the message that Windows Installer
has stopped responding....but this is after HOURS of waiting for the program
to install.

The computer is a laptop with 700 MB or so of RAM and a 2.2 GB processor.

I've followed a couple of the suggestions for "Reinstalling Windows
Installer" that I've read here, but none of them seem to work.

Anyone have any ideas?

First step is to always delete the contents of the windows temp folders.
 
Ok, here is another facet of this interesting problem.

The problem only occurs when I have the network cable plugged into the
computer. I can have the firewall blocking all internet activity and the
installs still don't work. I unplugged the network cable all together and
I've been able to install 2 apps that failed before.

How is that?
