Win XP Install Hangs at Final Reboot

I've hit a problem installing XP. On the final reboot, with the logo screen
displayed and an active progress indicator the machine fails to boot into
XP.

Safe mode suggests no issues on Hardware.

Any ideas most appreciated.

I have similar issue hangs as logo screen, yet will boot to safe mod
with no network, safe mode with networking hang
