Win XP Home will not let me install patch

Having tried to apply the Blaster removal patch KB823980 I keep getting the
message I need to make sure the cryptographic services are running.
I have tried just about every solution for that from the MS Knowledge Base,
but no joy.
Yet when I go Control Panel->Admin tools etc. it tells me my cryptographic
services ARE running.
Can anyone help out here as this is really getting out of hand.

Thanks Jupiter,
tried all this, was successful withrenaming catroot2, the
patch installed successfully.
However, after rebooting I got "A disk read error has
occured, press Ctrl-Alt-Del to restart".
The same keeps coming up and now the computer won't even
boot from the CD.
What more can I do?

This seems more of a coincidence and unrelated to the original
problem.
If it will not boot from the CD, check to be sure CD drive is a boot
device before hard drive.

Go to the website of the hard drive manufacturer and get their hard
drive diagnostics.
