win xp home install fail-loop

I am working on my boss' kid's computer which they managed to break. It is
(was) an Athlon XP 2200+ running on an ECS K7SOM+. They managed to break the
onboard video connector so decided to replace that board with a PCCHIPS
MS825G Pro board. Now I get the "Safe mode/sm various/Start with last known/
Start normally screen." No matter which choice it loads up the the "starting
windows" point and then reboots. I tried booting directly from the cd (oem
full) and it get to the same point and restarts.
Any ideas on what I'm missing? I was extremely careful about the
hardware-static & all that, and the BIOS recognizes _everything_ in the
system. Your help greatly appreciated.
 
I cannot get the system to load the GUI. It reboots, _every_ time I get to
that point. It will not even load "safe Mode with command line." as I stated
before: "I tried booting directly from the cd (oem full) and it get to the
same point and restarts." The oe disc will load every single driver and then
it will say "starting windows" and reboot.
