win.tmp fragment performance

Our Windows XP system is running slow. After a
defragment, another analyze shows the disk is still
fragmented. WIN.TMP seems to be the problem with about 2
gb and 6000+ fragments. How do we clean up this file?

The WIN.TMP is on the C: drive. It is the only drive we
have on this computer.
