Win ME missing upg dll

My upgrade from ME to win 2000 aborted when I
disconencted a USB device. Now when I try to upgrade,
win 2000 setup won't run. It tells me I'm missing the
win??upg.dll in the upg folder inside of windows and
since I'm tryign to run an upgrade, it won't run. I have
reinstalled ME trying to get the upg dll's back but they
aren't coming back. How do I get the Win 2000 upgrade to
take?
