You should be able to disconnect from a dial-up connection by right clicking
its icon in the system tray and choosing disconnect. If this icon is
missing, you should be able to open the control panel, then open Network and
dial-up connections. Right click the connection and choose disconnect. As
far as shutting down without powering off the system, this is possible using
3rd party utilities, but as far as I can forsee, there is no functional use
for this...
