win 2000 unable to shut down

Whenever I lick the SHUT DOWN button to shut my computer
down, there is no response/action taken. The system
remains on. I am only able to shut down using the shut
down button only on safe mode operation.
I am using win 2000 service pack 4.
WHAT CAN I DO PLEASE?
 
Stop licking the shutdown button and try clicking it!!! ;-)
