Win 2000 Test Environment

I am currently running Apache web service and PHP on a Windows 2000
(workstation) PC as a type of development server. The finished product will
be a PHP data/report retrieval system running on a Windows 2003 server. Is
this a good way to develop and test the new system or should I invest in
Windows 2003 server now and develop and test the system on it? I'm concerned
about the upgrade from Win 2K Workstation to Win 2003 server.

I would test on the Win 2k3 server.

Remember there is no "upgrade" path from Win 2k pro to Win 2k3 server. A
clean install is your only option.
