Win 2000 Pro will not restart

When I try to restart win 2k it goes to a black screen
with a flashing cursor. does the same thing on shut down.

Any suggestions to fix????
 
Try removing all non-essential PCI cards and try again

Ive just had this in my instance the partition wasn't the
active one to reboot, used fdisk and changed active
partition
