WIN 2000 pro forgets it has a modem attached

After a new logon, my WIN 2000 pro forgets it has a modem attached, when I do
a dial up it says no modem present. If I go to hardware trouble shooting it
says the modem is working properly, after doing this if I go to contol panel
Phone/modems I can query the modem and it works. I can then dial up a
connection. This appears to have started after service pack 4 was installed,
could this be the problem?
