If you use Windows Mail for the Communities, you get Message Rules, which
can be set to Ignore and mark as read any subject (FYI, etc) and any email
address. (See message properties, details tab to copy address) After you get
all that already marked read and ignored, the rest clears right up.

I believe that's only available in Outlook Express not Windows Mail.

The Block Sender works in newsgroups in WM and in WLM... although it's based
on the email address, which the trolls always change.
