will pci to usb:operate a mouse?

I have a friend whose computer's USB mouse will freeze at times. She's
got a cheap mobo(Syntax) and an Athlon 2400 XP+, unlocked, and running
default speeds. (No, I didn't assemble it for her.)
I've tried several different USB mice, and they all will freeze at
times. Tried several PS2 mice, and none are recognized, altho' PS2
keyboards work fine.
Might an add-on card, like Vantec PCI-to-USB card, cure her ills and run
a USB mouse? TIA, s

A PCI USB port will work with a mouse. BUT, if the Mobo is indeed very
crappy, I'd suggest to replace it with a reliable one. I did just that
with a FoxConn 748K7AA (SiS 748) for $34 + $5 shipping at Newegg.

Before investing in a new PCI card, try reducing hardware acceleration
(Display Properties>Settings>Advanced>Troubleshoot) and see if it makes a
difference.
