Will only recognize CD's burned with data files

Desktop with W2K, will only recognize cd's that I have burned, containing files, not a program installation. Both cd-rw and DVD-rom do the same. All other cd's get an error messasge that says the disk is not formatted, and would you like to format it. When you click on either yes or no, it says disk can't be formatted.
When I boot with a W2K cd, it reads it OK. I tried last known good restore, and the repair selection from the CD. Have checked for viruses and spy/trojans. Device manager shows that everything is OK. Any ideas ????
 
You probably have a bad drive. Replace it.

What drive manufacturer and model of drive are you
using ? You might want to check that drives web site and
see if you can update the drivers and firmware for your
particular model drive. I am using an ASUS CD/RW drive
that at firest did the same thing until I went to Asus's
web site and downloaded some updates for my drive model.
Not sure this will help but worth a try.

This involves a DVD-Rom, a CD-RW, and the floppy drive. Everything worked fine for 2 years, then suddenly these error messages started.
