Will not send or receive

Outlook 2003. I had Outlook 200 previously installed and it would not open.
I installed full product of Office 2003 and set up the email accounts. In
the set-up they all work and are able to send a test email. In Outlook
sending email goes to the outbox and is not sent, not will it receive an
email. There are no error messages; the send/receive box just flashes on the
screen and says complete but nothing is executed.

You created a new OL2003 pst file?
If your test msg was successful then you would see the test msg in your
inbox, so do you?
If you dont check your 'Views'

here is a new OL2003 pst file and I also linked to the old 2000 pst file.
I cannot see the messages from OL but they are there because I can get to
them through OL Express.
The problem seems to be that the send/recieve is not actually executing
through OL. There are nop errors but it completes so FAST (1 second) that it
could not possibly have checked my account much less three of them.

OE cannot access OL's messages so being able to see them in Outlook Express
doesn't tell you ANYTHING about Outlook.

Enable diagnostic loggin and see what's happening when Outlook performs a
send/receive.

Thanks for the attempts to help!!
I enabled logging and it says it is enabled. I folloed all the process but
there is no local settings directory, nor is there an opmlog.log file
anywhere on my drive.

I alos do not understand the OL/OE statement. I was also able to access the
messages send from OL in the email address set-up from my sife's computer
using OL. The messages were sent in the test within OL but not using
send/receive.

You stated 'you can get to them through OE'

Suggest you start from scratch.
Use the mail applet in the contol panel to
1) Create a new profile
2) Create a new pst (OL 2003 format)
3) Create your accounts
Test this and confirm whether test msgs are successful, and perhaps send
some msgs to third parties, who will reply.

Only if all the above works, run scanpst.exe on your old OL2k pst several
times.
Only if ok, in OL File>Open>Data File........browse to this pst. Copy Data
from this pst to your new pst.
and close the old pst

See if above helps
