No, System Restore will not have any effect on BIOS settings.

No. System Restore Restore restores major components of the Windows
operating system.

The System BIOS has nothing to do with Windows, and is entirely external to
it. Although Windows can see and use the BIOS settings, they are similar to
things like jumper settings on the motherboard or a hard drive. Windows is
aware of what the settings are, but can't change them in any way.

Unless you're talking about a disk image which might contain one of the
older BIOS partitions like Compaq inflicted us with years ago.
