Wierd dial-up problem with xp pro laptop

I'm hoping that someone might have a similar experience and be able to
shed light on a problem for me.
I have a small corporate network sharing an ADSL connection via ISA
Server Proxy. One user runs an XP Pro laptop with dial-up internet off
the LAN and via the proxy when wired to the network.
Intermittently, when browsing, the machine tries to dial-up using the
default dial-up connection even though the connection to the proxy is
still available. This forces the user to start working offline.
A reboot solves the problem. The alternative is to change the internet
settings to never dial a connection. The correct setting is to dial
whenever a network connection is not present. This should work.
The machine has been service packed to SP2, but the problem existed
before the SP2 installation. The NIC and cable all check out OK.
Any ideas?

You might have a dialler Trojan on the system that wants to dial out, because
any other program that wants to access the web would use your broadband
connection, so I would scan the system with updated Spybot and Ad-aware.

If you have a software firewall running, it should be able to tell you the
name and location of the program that's dialling out.
