Why would accept changes be greyed out?

User has a document from a client. He does not want the track changes to
show and doesn't want to just use the "Final" toggle view.

The "accept changes" blue check mark is greyed out for some reason. I
checked the security and nothing has been inserted.

Any ideas?

Is the document protected? Look on the Tools menu -- if "Protect
Document" has been replaced by "Unprotect Document", then one of the
protection modes is in effect. Click it and then click the Stop
Protection button on the task pane.
