Why won't my task pane list my layers?

When creating a web site I am using layers but they will not display on the
task pane. I am using a template and appling the layer on top of part of the
template data to make each page unique. Some times my layer will disappear
and I have to reinsert the layer. But is never displays on the task pane. I
have followed the procedure of Insert, Layer to create each layer. I am
using Frontpage 2003

Are you adding the layers to an editable part of the page? Layers in
non-editable regions will not show on the Layers task pane, and new layers
added to non-editable regions will be removed when you save the page, unless
they are added to the DWT itself.

Layers added to editable regions should appear in the task pane, and remain
on the page when saved. However, depending on the layout of the template,
the layers may "move around" the page when viewed in different browsers.
