Frontpage 2002 - Layers Pane & properties?

I cannot find a layers Pane/properties in frontpage 2002.

I am trying to absolute position a navigation bar in my page. I should see
a <No ID> label, and then select Layer Properties.

Is the a way around this, or is this a feature that isn't present in
Frontpage 2002?

This is a feature in FP2003, not earlier versions.
