Front Page 2003. Layer Function Has Gone Dead. How Fix?

Building website using FP2003, using 'Insert Layer' command, then using
'Insert Picture From File' command, grabbing pictures have resized and
enhanced in Photoshop 6. Using a lot of layers over 14 pages. Then suddenly .
.. . the 'Layer' Command dimmed out, turned gray, and am unable to create any
layers. Is affecting present site am building and other sites under
construction. Front Page 2003 will not let me create a layer anywhere. Sure
like to know how this happened, and what needs to be done to restore the
'Layer' function.
