Why won't my system sleep?

Whenever I try to get my system to sleep it does so for a few seconds then
kicks back into life.

I suspect there is something running that wakes it up but what?

What are the typical things that will cause this and how can I stop it/them?

"wake on".
Some Bios settings allow wake on lan, wake on mouse or such. Check
there first.
 
Definitely follow Big_Al's advice first.

If the problem persists you may have a failing power supply.
