why won't messages move from Junk e-mail to block sender list

I cannot get my outlook to move an item from the junk e-mail folder to the
block sender list....even though the wizard say's it is happening....it
remains in the junk e-mail folder.
Also I am trying to find the icon that can be used to receive a read receipt
from a specific e-mail that I want to send....but not from all e-mail that is
sent

Any help will be appreciated

When you add a sender to Blocked Senders list, that's ALL it does! The
Blocked Senders LIST is just a LIST - It's not a folder of any sort.
