Why, when using rules and alrets, does the action "Marke as Read".

When using rules and alerts to sort my emails I have one rule that will move
emails that fit the req.s to another folder and then it marks them as read.
This all happens without fail but the letter icon in the task bar is not
being properly toggled off. If I mark the emails as unread the icon is then
toggle off and I can mark them as read again fixing the issue. This however
is not what I want as I do not want to have to manually deal with these
emails.

What is the exact rule? Outlook 2003 + Exchange will only show the icon when
it is a client side rule. Server side move rules will not show the envelope
since the moving is done at server level.
