Why Some Web Sites & not Others

I have a friend running IE 6 & he can load many different web sites, but not
others, some
he has went to many times, & no not porno or other types. Could someone
explain what
may be going on.

to scan for bad hijackers in your browser that just love to
block certain sites.
 
Is there some way to manually go in and change this? Is there some specific
place that has a blocked list I could check?
