Why Outlook does not Scroll Email List?

Using Outlook 2003. Just checking if by chance there is an option to set so
that Outlook will scroll your email message list as you move the scroll bar
up and down without releasing the mouse. Surprised that capability is not
included?
 
This happens once there are more then 99 items in the folder. This is to be
able to jump faster (since no graphics are displayed as well). If you want
to scroll the list you can use your scroll button on your mouse or the
scroll buttons in the scroll bar

Oh, and you need to scroll to the bottom of that folder first as well. It's
something with loading of the list (and still being able to jump really
fast). I only use it the bar for a jump anyway and scroll the rest with the
mouse. This is a lot more accurate as well; when I scroll the scrollbar
without the mouse just an inch I'm about a 1000 messages lower already (yep
I've got quite some folders :-D). Imagine these messages flashing by when
you scroll graphically with the bar :-S
