Why no Auto Archive in my Other tab?

Microsoft Outlook 2003 is supposed to have Auto Archive under Tools >
Options > Other. Does anyone know why my Outlook does not have an Auto
Archive option?

I have seen it often when the IT manager of an organisation with Outlook and
Exchange has decided not to allow it to be used. They tend to then install
another data saving software package that does a better job.
