Why isn't Outlook archiving my emails?

I click on a folder in Outlook. I go to File -> Archive. I ask it to
archive this folder and all subfolders and to archive items older than
11/1/2004. I even tell it to include items with "Do Not AutoArchive"
checked. The archive file is correct. Yet this does nothing. None of my
emails are getting archived. This has worked fine in the past, but today it
only worked for my Sent Items and Deleted Items folders. What is wrong? How
do I fix it?

And what do you expect to happen? Outlook archives by comparing that "older
than" date with the item's modification date, not its received date. Your
modification dates are newer than the "older than" date, so the items aren't
being archived. It's working as designed.

Archiving works on the modified date. That date can be changed by moving,
copying or importing messages.
You can add that field to your view to see if items fall within the archive
range.
