Why is there not a drop down option to apply stationery?

I have looked in every one of the drop options on the header and I can not
find where there is an option to apply stationery. I just got a new computer
with Windows XP Media Center. And whatever version of Outlook comes with this
operating system does not have stationery in the drop down menus. Am I
missing it? Thnaks.
 
If you are talking about Outlook and not Outlook Express you can use
Actions-> New E-mail Using-> More stationery...
