where is option for allowing pictures to be sent in email

I have email stationery that has pictures imbedded. It does not come across.
The instructions tells me to check the box about sending pictures with the
email. I can't find this option. I am using Outlook 2007

What happens if you are in a mail enabled folder and use the Actions->New Email Using? Can you select your stationery from there? Where is the stationery located in your file system? The Stationery folder?

The stationery comes up fine and I sent one to myself, but when I sent it to
other Outook users they get the message "If you can see this message instead
of the picture, your email program is
not capable of viewing high quality HTML email messages. Let us know and
we'll send you a plain text version of this email message.

The message is self-explanatory. They either are using Outlook Express or have their email client set to read all mail in plain text.
