Why is there a question mark before a file in the Published Web D.

In my Published Web Dialog box there is a question mark before the file then
it says conflicted under status what does this mean?

Hi, Barb~

This means your web has not verified that the files are the same - publish
your entire site (all files, not just changed files), and everything should
be fine afterward (and you can reset your publish settings to changed pages
only).
