Why is the Work Offline command not available on my file menu?

I believe I have gone through all the settings I'm supposed to, but I still
cannot setup an offline file or get a Work Offline command to even show up in
my file menu. What am I missing?
 
We won't know what you're missing until you tell us what we're missing -- information on your Outlook version and mail account configuration.
 
Have you tried using the drop-down arrow to expand the File menu?
