Why is the hyperlink dialogue different in Outlook vs Word

Why is the hyperlink dialogue in Outlook 2002 or 2003
different than Word 2000? It does not allow for browsing a
tree to find a file. Instead you have to type in the full
path name where the file you want to hyperlink is located.
 
By design. In Word it is logic that you want to create a hyperlink to
another file. In a mail browsing to something doesn't make much sense as
most of the time you just cut & paste an Internet address in the box.
