Why is the cooling fan on my laptop so loud

Good question? But there is not value information.

What make / model?
In what way is it loud?

Some noise is to be expected because of airflow and thus the more airflow
the more decibels or loudness, thus one is aware of the fan working.

Other non-airflow noises include faulty fan bearings which would introduce a
grinding noise, also measureable in decibels, however any bearing noise is
not good as it indicates that the fan is actually spinning slower and thus
airflow is reduced.

You should take it to a service centre and have it checked out and if
required, have the fan replaced.
 
if it sounds like a locust caught in a mason jar, its about to go out...
 
Would you happen to have a recording of that particular sound?.. we don't
get locusts in Canada..
